PYTHON CSV: A government has 169 seats that must be distributed between 19 constituencies. Districts with higher population numbers and / or larger areas receive more seats than those that are smaller. The method is described as follows in the Election Act §11-3: (2) The distribution number of each constituency is determined by adding the number of inhabitants in the constituency [...] by the number of square kilometers in the constituency multiplied by 1.8. (3) The distribution numbers of each constituency are divided by 1 - 3 - 5 - 7, etc. The quotients that appear are numbered consecutively. The representative seats are distributed in the constituencies on the basis of the resulting quotients. Representative seat no. 1 goes to the constituency with the largest quotient. Representative seat no. 2 goes to the constituency that has the second largest quotient, etc.
The CSV file filename.csv contains data about the districts: name, number of inhabitants, area in square kilometers. The file is in UTF-8 format. The file has name in the first row, number of inhabitants in the second row, and area in square kilometers in the third row. Task: Create a function mandate distribution (file name, number_mandates) which takes as an argument a file name of a CSV file with data about the districts and the number of mandates to be distributed. The function should return a dict (or collections.Counter) that shows the district name as key and the number of mandates that the district received, as value. In the main program, the function itself should be called called mandate_distribution ("filename.csv", 169). The result should then be printed from highest to lowest, with nice formatting, and with the numbers adjusted to the right: District Mandates ======================== (this underline has a length of 22) Oslo 20 Akershus 19 ... ... ...
